#Blocked when using SUMIFS formula on sheet summary

I am getting a #BLOCKED error message when trying to use a formula. I copied a formula that worked and changed the column name, which then gave me the error message. Not sure what is wrong or how to fix it.

=SUMIFS([COBID # of Consultants by Project]:[COBID # of Consultants by Project], Level:Level, =1) - this is the formula that works

=SUMIFS([Total # of Consultants by Project]:[Total # of Consultants by Project], Level:Level, =1) - this one gives me an error message.
