Adding to conditions to a formula

I am trying to utilize the COUNTIFS function to combine two rows to eliminate blank fields. I have come up with the below formula.

=COUNTIFS({CBA - Master Range 1}, =Title@row, IF({CBA - Master Range 4}, NOT(BLANK)))

PLEASE HELP!
