Thanks Shaine. I had a feeling that was going to be the only current option. Frustrating thing about that is that when we add a row to one sheet we have to make multiple other adjustments all along the way. Thanks again for your help, and now I know I wasn't missing something - much appreciated.

+1 Rather surprised this isn't available. : | Sure, I can color the cells or rows, but then that formatting carries over to reports and dashboards. Sure, I can add a row between the sections I want to separate, but then I have to adjust formulas and rules to account for that row. A basic border option would be a huge help.…

That worked for me too - thank you! Seeing as this answer was posted about 16 months ago, I just want to add that I needed to adjust the formatting a little to only use brackets and parenthesis: =IF([UTILITY]5 > [In Service]5, "Red", "Normal") Thanks again!
